CNN —US Rep. Donald Payne Jr., a New Jersey Democrat, has died, Speaker Mike Johnson announced on Wednesday. “We are saddened to be informed of the passing today of congressman Donald M. Payne, Jr.,” Johnson said in a post on X. His father, Donald Milford Payne, was the first Black congressman to represent the state and served in the seat from 1989 until his death in 2012. Donald Payne Jr. was involved with a number of health-related caucuses and helped introduce related legislation in Congress, including serving as a co-chair of the Congressional Colorectal Cancer Caucus, Congressional Men’s Health Caucus and the Congressional Peripheral Artery Disease Caucus. “The Congressional Black Caucus has been very clear to President Trump that African-American communities have a lot to lose under his administration,” Payne said in a press release at the time.

CNN —President Joe Biden would veto a proposed standalone aid package for Israel, the White House said Monday, as House Republicans look to tank a long-awaited bipartisan Senate border deal that would include aid to US allies. “Instead of working in good faith to address the most pressing national security challenges, this bill is another cynical political maneuver.”“The security of Israel should be sacred, not a political game,” the statement continued. CNN —The Turkish parliament voted Tuesday to approve Sweden’s NATO membership bid. Of the 346 members of parliament who voted, 287 were in favor of Sweden’s accession and 55 voted to reject it. However, on Tuesday, Hungary’s Prime Minister Victor Orban said he had invited his Swedish counterpart, Ulf Kristersson, to visit Hungary to negotiate the terms of Sweden’s accession. Sweden and Finland applied for NATO membership in May 2022 following Russia’s invasion of Ukraine earlier that year. CNN —Congressional leaders have come to an agreement on a two-tranche short-term funding bill to keep the government funded into March, a source familiar with the matter told CNN. The new continuing resolution will fund the government through March 1 and March 8, respectively. The agreement comes just before the first funding deadline of January 19. The second government funding deadline was February 2. House Republicans will have a conference call Sunday night to discuss the continuing resolution, the source told CNN.

Matt Gaetz on Monday moved ahead in his attempt to oust Speaker Kevin McCarthy from the top House leadership post, offering a motion to vacate the chair on the House floor – a rare procedural move that can be used to force a vote to remove the speaker. A floor vote to oust McCarthy would require a majority to succeed. According to House precedent, a resolution to remove the speaker would be considered privileged, a designation that gives it priority over other issues. To force a vote, a member must go to the House floor and announce their intent to offer the resolution to remove the speaker – as Gaetz did. Gaetz also cited the possibility of the House holding votes on sending aid to Ukraine as another reason to oust him.

CNN —The House is expected to take up a GOP stopgap bill to extend government funding on Friday – but House Speaker Kevin McCarthy appears to lack the votes to pass it and Congress is still on track to trigger a government shutdown. McCarthy is gearing up to have his chamber consider a GOP stopgap bill with border provisions attached as House GOP leaders have insisted that border security must be addressed as part of the spending fight. “I still got time, I got time to do other things,” McCarthy responded when asked by CNN’s Manu Raju what will happen if the stopgap bill fails. Separately, House GOP leaders brought a series of spending bills to the floor Thursday evening as they try to show conservatives they are working in good faith to advance full-year funding bills. Meanwhile, the Senate is working to advance a bipartisan stopgap bill that would keep the government open through November 17 and provide additional aid to Ukraine and disaster relief.
